This petition by Uttranchal Volleyball Association has been filed seeking a writ to the effect that Volleyball team under the auspicies of that association has a right to participate in the tournament to be held in the state of Haryana.
None of the parties arrayed as respondents comes within the meaning of state under Article 12 of the constitution of India. As such we do not propose to entertain the petition.
The petition is dismissed accordingly.
