Heard both sides. The limitedgrievance that needs to be examined inthis petition is whether the Order,passed by the respondent No.2, on 1stJuly, 2002, needs any interference.Obviously, that is an interim Order,passed by respondent no.2, whileentertaining the proceedings before him,in exercise of Section 178 of the GoaPanchayat Raj Act, 1994. Being aninterlocutory Order and as it hasoperated so far, we see no reason toexercise writ jurisdiction. Instead, wewould direct respondent no.2 to expeditethe proceedings pending before him andfinally dispose of the matter by the endof February, 2004.
