Heard the petitioner in person, as well as learned counsel for the respondents.

This petition is styled as a Public Interest Litigation in order to seek redressal of grievances pertaining to the sanitary facilities in the township of Margao. The petitioner is a resident of Maddel, Margao, which forms part of Ward No.16 of Margao Municipal Council and the said ward is separated in two sectors. The petitioner has formulated various grievances and has sought relief to the effect that stay should be granted to withhold new construction activities in Maddel area, till the commencement of the sewerage link work is done. He has also suggested regarding issuing of instructions to the Municipal Council of Margao to place more dustbins in Maddel, to collect the garbage regularly and to clear off the garbage which was already dumped and to give an ultimatum to the Government for laying a fully operational sewerage pipeline in Maddel connecting to Margao sewerage link and similar other reliefs, including directions to the Margao Municipal Council for de-silting the nullah between Maddel Grande and Maddel Pequeno before the monsoons.

respondents are seized with the matter and are not shirking from the responsibility of keeping the sanitary conditions in a proper manner. The details given by respondent no.1 in his affidavit are sufficient to show that action is being taken for connecting the entire area of Margao city, including Maddel, with the sewerage work in a phased manner.

The Government has also referred to its efforts in starting the work of sewer pipeline network in a phased manner thereby eliminating any problem faced by the petitioner as well as the citizens at large. In short, we are satisfied that the concerned authorities are seized of the matter and the work is in progress and, therefore, at this stage, we do not see any reason to issue any specific directions as prayed for. The respondents are directed to continue with the said development work with endeavour to complete it within a reasonable time. The petitioner shall be at liberty to move this Court if the present progress of the said work is found to be stopped or hindered in any manner whatsoever. With these directions we dispose of the petition.

It appears from the record that the petitioner had deposited the amount of Rs.10,000/- in this Court while filing this petition. He is allowed to withdraw the said amount.
