The petitioner has been transferred under the annual general transfers made by the State of Uttaranchal. Hence, no interference is called for. Reliance is placed on the norms issued by U.P.Government. It is high time that this State should be able to formulate its own norms. Even under the norms formulated by U.P.
the
U.P.Government. It is high time that this State should be able to Government, it is mentioned that as far as possible an employee should not be transferred when he is due to retire in two years time.
In the present case, the words ‘as far as possible’ are very important.
It is for the administration to make transfers annually. These are general transfers. Hence, the writ petition is rejected.
