IN THE HIGH COURT OF UTTARAKHAND NAINITAL

Writ Petition No. 2279 of 2010 (M/S)

“Sabir Times” Roorkee (Hindi Weekly) and another .. Petitioners Versus Press Registrar, and another .. Respondents Sri Manish Arora, Advocate for the petitioners. Sri P.C. Bisht, Brief Holder for the respondent No.2.

(Hon’ble B.S. Verma, J.)

Heard Mr. Manish Arora, Advocate for the petitioners and Mr. P.C. Bisht, Brief Holder appearing on behalf of respondent No.2.

By means of this petition the petitioners have sought a writ in the nature of mandamus commanding the respondent No.1 to issue a certificate of revised registration newspaper for India (R.N.I.) number allotting title of the petitioner No.1 “Sabir Times” Roorkee.

During the course of argument learned counsel appearing on behalf of the petitioner has submitted that the petitioners applied for issuing a certificate of revised R.N.I. number before respondent No.1 and fulfilled all the formalities but as yet the respondent No.1 did not issue the certificate of revised registration News paper for India (R.N.I.) to the petitioner. The petitioner also filed representation dated 1.12.2010 to the respondent No.1, but all in vain. The learned counsel has contended that the respondent No.1 may be directed to decide the representation of the petitioner by a speaking and reasoned order at the earliest. Prayer made is innocuous.

The respondent No.1 Press Registrar, Registrar of News Papers for India, is directed to decide the representation of petitioner dated 1.12.2010 (Annexure No. 8 to the writ petition) by a speaking and reasoned order in accordance with law within six weeks from the date of production of certified copy of this order.

With the above direction the writ petition stands disposed of.

Dated: 31-12-2010
