The petitioner is Ex-Chairman of Zila Panchayat, Dehradun. He has challenged the order dated 10.12.2001 passed by respondent No. 1 – Acting Chairman Zila Panchayat, Dehradun, setting aside the punishment order dated 03.12.2001 passed by petitioner against respondent No. 4.
In my opinion, the Ex-Chairman has no locus to challenge the order of present Chairman or Acting Chairman. Therefore, the petition is dismissed in limine.
