2. At this stage of the hearing of the writ petition, thelearned counsel appearing on behalf of the petitioner has submittedthat it would suffice, if the second respondent is directed toconsider the representation of the petitioner dated 21.10.2010, onmerits, within a specified period.

3. The learned Special Government Pleader appearing on behalfof the respondents, has no objection for such an order being passedby this Court.
4. In view of the submissions made by the learned counsels,appearing on either side, the second second respondent is directedto consider the representation of the petitioner, dated 21.10.2010and pass appropriate orders thereon, on merits and in accordancewith law, as expeditiously as possible. However, it is made clearthat this Court, by this order, has not expressed any opinion on themerits of the matter.
