-------PETITIONER

AND

The Andhra University.

---------RESPONDENT

ORDER:

The petitioner is a deaf student. With his firm determination, he studied Xclass and Intermediate and got admitted into B.Com. degree course. During hisstudy in S.S.C. and Intermediate, he was granted exemption from appearing inEnglish language papers. The father of the petitioner made a representation to therespondent herein seeking similar exemption to the petitioner. The University issueda memorandum, dated 05.03.2005, exempting the petitioner from appearing inTelugu language papers of B.Com., first and second years. The petitioner states thathe needs exemption from appearing in English language paper and not Telugu andassails the action of the respondents.

Heard the learned counsel for the petitioner and the learned standing counselfor the respondent.

The necessary representation seeking exemption for the petitioner was madeby his father. A perusal of the same discloses that it is equivocal and uncertain asregards the subjects in which the petitioner needs to be exempted. The petitionerclaimed exemption from appearing in any one language. Acting on this representation, the University issued memo, dated 05.03.2005, exempting thepetitioner from appearing in Telugu papers. No exception can be taken to the actionof the University.

The petitioner can make a separate representation to the University, seekingexemption from appearing in English language. Inasmuch as he was granted similarexemption, when he studied S.S.C. and Intermediate courses, there should not beany difficulty for the respondent in acceding to the request of the petitioner.

Hence, the writ petition is disposed of, leaving it open to the petitioner tomake necessary representation to the respondent, which, in turn, shall passappropriate orders, within a period of two weeks from the date of receipt of the same. There shall be no order as to costs.
