The Journalists Association of Andhra Pradesh (JAAP) filed the instant Writ Petitionaggrieved by the orders of first respondent in G.O.Ms.No.493, dt.9.11.2005. Be itnoted, by the said impugned order the Government reconstituted the High-powerCommittee to look into the cases of attacks and assaults on Journalists (‘HPC’ forbrevity), for a period of two years from the date of issue of the order. It is the case ofthe petitioner that on earlier two occasions JAAP, which is one of the major unionsof Journalists, was included as the Member in HPC, but without there being anyreason, by the impugned G.O., the JAAP was not included in the HPC.
