Petition under Article 226 of the Constitution of India praying that in thecircumstances stated in the Affidavit filed herein the High Court may be pleased to issue awrit, order or direction more particularly one in the nature of Writ of Mandamus, declaringthe proceedings No. 245/Ad1/Advt/GHMC-2008-2009/474-3 dated 3-11-2009 of theCommissioner and Special Officer GHMC issued by the Additional Commissioner (T&T)the 2nd respondent and demand notices issued by the 4th respondent herein demandingadvertisement fee as illegal, arbitrary, capricious and in violation of the principles of naturaljustice; The petition coming on for hearing, upon perusing the petition and theaffidavit filed herein and the order of the High Court dated 12-11-2009 made herein and uponhearing the arguments of SRI P..SRI HARI, Advocate for the Petitioner and of Sri R.Ramachandra Reddy S.C. for GHMC for the respondents, the Court made the following:
