Counsel for the Petitioners: MR.T.DURGA PRASAD RAO
Counsel for the Respondents: GP FOR REVENUE
The Court made the following :
ORAL ORDER: (per the Hon’ble the Chief Justice)
Grievance of the petitioners is that the District Head Quarters of KrishnaDistrict is located at Machilipatnam but respondents 1 and 2 are locating someDistrict Level Offices at Vijayawada instead of Machilipatnam thereby causing muchinconvenience to the general public. Petitioners are also saying that the thirdrespondent, just like his predecessors, is guilty of converting the Collectorate atMachiliatnam as his camp office and having a parallel camp office at Vijayawda.
We do not find anything in the averments made in the petition any violation ofany statute, rules or regulations. The only provision of which reference was made bythe learned counsel for the petitioners is Section 3 of the Andhra Pradesh Districts(Formation) Act, 1974. Neither the said Act nor any part thereof, enjoins upon therespondents that all District Level Offices must be located at the District HeadQuarter. Where and at what place a District Level Office is to be located is theadministrative convenience of the respondents 1 to 3 and where respondent No.3should have his camp office is also according to the exigencies of the situation andadministrative convenience. The subject matter of the writ petition cannot be madesubject matter of judicial review. It is purely a matter of administrative conveniencefor which the petitioners must approach the concerned authorities.
With leave and liberty granted to the petitioners to approach the concernedauthorities, the petition is dismissed.
