ORDER:

Subject to the 2[nd] respondent-Gram Panchayat conductingpublic auctions and also permitting the petitioner to participate there, provided he satisfies the requirements and the other conditions, let theauctions be finalized and appropriate orders be passed in that regardlatest by 31.01.2014.

Right of fishery rights shall be granted only by public auction, inasmuch as, such public auctions not only bring transparency to theentire proceedings but would also fetch the most appropriate andreasonable price. Since the petitioner is an individual but not a society,in my opinion, his request for extension of the license period for afurther period of three months may not be granted straightaway. However, the public auctions be conducted as expeditiously aspossible and the petitioner may also be permitted to participate there, provided, he satisfies the eligibility criteria prescribed in that regard.Let the entire exercise be completed latest by 31.01.2014.

With this order, the writ petition stands disposed of after hearingSri G. Elisha for the respondents. Miscellaneous applications if anyshall stand closed. No costs.
