ORDER:

Heard the learned counsel for the petitioner and the learned Government Pleader forRevenue appearing on behalf of the respondents.

The petitioner claims to be Ward Member of Polepalli Gram Panchayat. He statesthat certain irregularities have occurred in the distribution of house sites to thelandless poor in the year 2002-2003, made by the third respondent-MandalRevenue Officer in respect of the land admeasuring Ac.17-23 guntas situated inSurvey Nos.125 and 128 of Polepalli Village of Khammam Rural Mandal. Hisgrievance is that though he made a representation dated 22-11-2004 to the firstrespondent-District Collector complaining about the irregularities, no action hasbeen taken so far. Hence, the writ petition.

Inasmuch as the petitioner is neither a beneficiary nor an affected party under theland distribution scheme, which is exclusively within the domain of RevenueOfficials, he has no locus standi to file the present writ petition. If at all there are anyirregularities in the implementation of land distribution scheme, they can be agitatedbefore appropriate Forum and not in a proceeding under Article 226 of theConstitution of India. I see no merit in this writ petition.

Accordingly, the writ petition is dismissed at the stage of admission. No costs.
