Heard the learned counsel for the petitioner andlearned Assistant Government Pleader for services andalso the counsel appearing for the Znd and 3'drespondents.learned Assistant Government Pleader for services andalso the counsel appearing for the Znd and 3'drespondents.
2. The writ petitioner approached the Court seekinga Writ of Mandamus with prayer, which reads asfollows:

It is represented by the learned counsel for thepetitioner, learned Assistant Government pleader for Servicesand also the learned counsel appearing for the respondentNos.2 and 3 that the Writ petition can be disposed ofdirecting the respondent's to pass final crders on the requestof mutual transfer apptication dated 12.12.2022 of thepetitioner.
4. It is apparent on record that the petitioner had made arepresentation on 12.72.2022 seeking transfer from NirmalMunicipality to Bhainsa Municipality vice-versa one SriC.Prakash, Office Subordinate had also requested for mutualtransfer vide application dated 13.12.2022 pursuant toG.O.Ms.No.21, General Administration (SpF-I) Departmentdated 02.02.2022 as per guideline No.4(a), which reads asunder:
"4. Mutual inter-local cadre transfer, permissible under theseguidelines, means a mutual transfer between two personsholding posts in the same category in the same department,but allotted to and working in different tocat cadres of thesame category.same category.
a) A person holding the post of School Assistant( Maths)English medium can apply for mutual transfer with anotherperson holding the same post of School Assistant (Maths)English Medium.person holding the same post of School Assistant (Maths)English Medium.
b) A person holding the post of School Assistant( Maths)Telugu medium cannot apply for mutual transfer with aperson holding the post of School Assistant (Maths) EnglishMedium.Telugu medium cannot apply for mutual transfer with aperson holding the post of School Assistant (Maths) EnglishMedium.
