Heard learned counsel for the petitioner, learnedGovernment Pieader for Energr appearing for 1st respondentand Sri R.Vinod Reddy, learned Standing Counsel appearingfor respondents 2 to 4. With their consent, this writ petitionis taken up for hearing and disposed of at the admissionstage.
2This writ petition is filed questioning the inaction ol therespondents 1 to 4 in fixing electricitymeter to thepetitioner's Plot bearing No.78 in Sy.No.209 situated atLakshmipriya Nagar-1, Abdullapur Village, Abclullapur MetMandal, Ranga Reddy Distrrct.3. Petitioner contends that in spite of the petitionerapproaching the respondents 2 to 4 by [making ][application]seeking power supply [to the subject plot, ][which ][has ][been ][duly]received by the [respondents ][with ]registrationNo.NR678203181594 [dt.O4'12'2020 ][and ][the ][respondents]intimation [through ][SMS ][on ][07 ]['12'2020 ][to ][the]giving that [electricity ][meter ][will ][be fixed after ][inspectron']petitioner on [16.O1 ][.2021, respondents ][intimated to the ][petitioner]again thfOUgh [SMS ][that ][electricity meter ][to ][the ][subject ][premises of]of network [is]cannot [be ][lixed as ][extenslon]the PetitionerTill [date, ][the]&e$rired [and ][estimation][ is under ][PreParatlon]petitioner's Plot bearing No.78 in Sy.No.209 situated atLakshmipriya Nagar-1, Abdullapur Village, Abclullapur MetMandal, Ranga Reddy Distrrct.3. respondents [have ][not ][released ][power supply ][to ][the]petitioner's ProPerty.

Learned counsel [for ][the ][petitioner ][contends ][that ][as ][a]result of the [respondents ][not ][releasing ][power ][supply']cou'ld [not ][proceed ][with ][the ][construction ][in ][the]petitioner subject [property. ][He ][also contends ][that ][the ][respondents ][have]released [power supply ][to ][similarly ][placed ][residents' who ][have]constructedtheirhousesandresidingtherein,inplotNo.ll5and adjoining [plots to ][that ][of ][the ][petitioner; ][but ][not ][releasing]to [the ][petitioner ][under the ][pretext ][of ][pending]power supply civil dispute, [which is ][clearly ][without ][authority']

Sri R.Vinod [Reddy, ][learned Standing on ][the ][other ][hand]submits that [in ][response ][to ][the ][application made ][by ][the]petitioner on 04.12.2020' [respondents ][have ][issued ][a ][response]on 16.01.202 [1 stating ][that ][there ][is no ][electricity network ][to]the plot of the [petitioner ][and estimation ][is under ][preparation]He further submits [that ][upon ][payment of ][the ][charges ][by ][the]estimated [by the ][respondents ][for ][extending ][the]petitioner as power supply up [to ][the point ][of ][the ][petitioner's ][plot' ][the]respondents [would ][provide electricity ][connection ][to ][the]and [release ][power connection' ][on ][a ][temporary]petitioner basis,sincethepetitioner'slandisopenplot'whichuponcompletion [of ][construction, ][would ][be converted ][into ][a regular]connectlon.
6. I have taken note of the above said submissionsadvanced by the learned counsel appearing on either side
7. lt is to be seen that though the respondents by theircommunication dt. 16.O1.2021 have stated that meter is notfixed as extension of line to the plot ol the petitioner isrequired and estimation is under preparation, and almost ayear has passed since then, it is not open for the respondentsto contend that estimation is stil1 under preparation.
B. In view of the same, the respondents are directed to givenecessary estimation to the petitioner for providing electricityconnection to the plot of the petitioner r,r,ithin a period of two(02) weeks from the date of receipt of a copy of this order, bytaking into consideration as to whether already serviceconnections are provided to similarly situated persons in thevicinity. Upon the respondents giving estimation as to thecharges payable by the petitioner and the petitioner makingpayment of the same, the respondents shall release electricityconnection to the subject property of the petitioner.
9. Subject to the above directions, this Writ Petition is disposed of. No order as to costs.
10. Consequently, miscellaneous petitions pending, if any,sha1l stand closed.
