2. The petitioner [claims ][to ][be ][the owner ][of ][house bearing ][No']
l-l2g-328lLO situated [at ][Ramabhadra ][Enclave, ][Nizampet]Village, Quthbullapur [Mandal, ][Medchal-Matkajgiri District']which is stated to have [been constructed ][after ][obtaining]necessary [permission ][from the ][competent ][authorities' ][It ][is ][the]case of the [petitioner ]that [initially ][the ][said locality ][was under]Niz,ampet Gram Panchayat and [the ][authorities ][have ][granted]
permissior. in accordance with the Gram Panchayat Act, withouticonstructing any under-ground Drainage nala and withoutlaying any roads. It is the further case of the petitioner thatsubsequen tly Nizampet Gram Panchayat has merged intomunicipality and the respondents have proposed to constructdrainage l.ne to the road level to avoid threat of inundation ofthe house:;, which is causing damage to the under-ground areanear his house. It is the further case of the petitioner thatstating the above said facts, he submitted a representation,dated 16.O3.2O23 before respondents Nos.2 to 4 and withoutconsidering the said representation, the respondent authoritiesare proceeCing with the laying of drainage nala.
3. Sri B.Jagan Madhav Rao, Iearned Standing Counselappearing for respondent No.4 submits that proposalswerealready a'rproved and at this juncture, it is not possible toconsider t1e representation submitted by the petitioner.
