1. The petitioner's passport has expired on 13.05.2026 and he is currently staying in Malaysia, a foreign country. He seeks a direction to clear his pending passport verification and grant him reissued passport on the basis of an application dated 13.05.2026.

2. Since the petitioner is in a foreign country to Malaysia, we are of opinion that the petitioner may make an application to the Consulate General in Malaysia or the Indian Embassy there for the issue of an emergency certificate under Section 4(2)(a) of the Passport Act, 1967. As soon as the said application is made, let the Secretary, Ministry of External Affairs, Government of India, New Delhi take immediate steps with the consulate Consulate General or the Indian Embassy in Malaysia, as the case may be to ensure the grant of an emergency certificate to the petitioner in order to ensure his passage back home. Once home, it will be open to the petitioner to apply for reissue of passport to the Jurisdictional Passport Officer.

3. Let this order be communicated to the Secretary, Ministry of External Affairs, Government of India, New Delhi by the Registrar General through the Registrar General of the Delhi High Court within 24 hours.

4. This petition is disposed of in terms of the aforesaid order. October 7, 2026 Gaurav Kuls Versus Counsel for Petitioner(s) : Sriram Dhar Dubey, Vipul Counsel for Respondent(s) : A.S.G.I., C.S.C.
