1. Heard learned counsel for the petitioner, Sri Shobhit Mohan Shukla, learned counsel for the respondent no. 2 & 3 and learned Standing Counsel for the respondent no. 1 & 4.
2. For the orders proposed to be passed, issuance of notice to respondent no. 5 is dispensed with.

This petition has been filed with the following main prayer:- "i. issue a writ, order or direction in the nature of mandamus directing to the opposite party no. 2, 3 and 4 to take necessary action and execute recovery certificate dated 11.02.2023 and ensure the compliance of order dated 29.10.2021 passed by Real Estate regulatory Authority as expeditiously within stipulated time, or fixed by this Hon'ble court as contained in Annexure no.2 and Annexure no. 1."

This petition is disposed of with a direction to the District Magistrate, Varanasi to take necessary steps for compliance of the Recovery Certificate dated 11.02.2023, within a period of three months from the date a certified copy of this order is produced before him, if there is no other legal impediment.
