1. Heard learned counsel for the petitioner, learned Standing Counsel, who appears on behalf of State-respondent Nos.1 and 4 and Shri Shobhit Mohan Shukla, learned counsel appearing on behalf of respondent Nos.2 and 3.
2. In view of the order proposed to be passed, issuance of notice to respondent No.5 is dispensed with.
3. This petition has been filed with the following main prayer :- "I. Issue a writ, order or direction in the nature of mandamus thereby directing respondent No.4 to execute aforesaid Recovery Certificate dated 14.12.2021 (i.e. Annexure No.1) within a stipulated time period."
4. This petition is disposed of with a direction to the respondent No.4, District Collector, Lucknow to take necessary steps for compliance with the Recovery Certificate dated 14.12.2021 within a period of three months from the date a certified copy of this order is produced before him, if there is no other legal impediment.
