THE HONOURABLE SRI JUSTICE VENKATESWARLU NIMMAGADDA WRIT PETITION NO: 19756 OF 2015 The Court made the following order:

Learned counsel for the Writ Petitioner submits that the petitioner did not give any instructions to the counsel to proceed further in this writ petition since last four occasions. Hence, prays this Court to dismiss this Writ Petition with liberty to the writ petitioner, to file fresh application for electricity service connection, if so required.

2. On the other hand learned Standing Counsel for the Respondents had furnished the Written Instructions dated 05.08.2026 submitted by the Senior Accounts officer, Operation Circle, APCPDCL, Vijayawada. Relevant portion of the written instructions is usefully extracted hereunder: “2. Status of Service: The service has been under Bill Stopped status since the December, 2023 billing month due to the said service was disconnected in Oct-2023 on the consumer’s request for permanent dismantlement.

3. Security Deposit: The Security Deposit balance is Nil, as an amount of Rs.72,48,550/- was adjusted towards the outstanding CC charges after the service was brought under bill-stopped status.

4. Outstanding Dues: An amount of Rs.75,994/- is outstanding as on 05-08-2026 towards FPPCA charges pertaining to the financial year 2022-23, which were raised in the December 2024 ledger.

5. Nature of the case: The subject Writ Petition pertains to the levy of Restriction & Control (R&C) Measures Penal Charges for the period from the April 2013 to June 2013 billing months.”

3. The above extracts would indicate that the electricity service connection of the Writ Petitioner has been under ‘Bill Stopped Status’ since December, 2023 billing month, as the said service was disconnected in October-2023 as per the ‘consumer’s request’ for permanent dismantlement. It is further indicated that the security deposit of petitioner i.e., an amount of Rs.72,48,550/- was adjusted towards the outstanding CC charges after the service was brought under bill-stopped status. Learned counsel for the respondents further submits that since the electricity service connection was already removed and there are no claim dues from the petitioner, no further orders required in this writ petition.

4. Having so recorded the said submissions, this Writ Petition is dismissed. However, the Petitioners are at liberty if they want to keep on the electricity service connection, they would submit application afresh, in accordance with law. No order as to costs.

5. Consequently, miscellaneous petitions pending, if any, shall also stand closed. ______________________________________ JUSTICE VENKATESWARLU NIMMAGADDA Date: 08.10.2026 MNR
