ORDER:

The Writ Petition is filed for the following relief:

“…to issue a writ, order or direction more particularly one in the nature of WRIT OF MANDAMUS declaring the Proceedings in Memo No.410/IandPR/2020, dated 11.04.2023 issued by the 3rd respondent thereby rejected the petitioner's candidature for the post of Assistant Public Relation Officer in Andhra Pradesh Information Subordinate Service in Zone No.3 in Pursuance of Notification 20/2021, dated 12-10-2021, as illegal, irregular, irrational, arbitrary, without jurisdiction and contrary to the Notification and Andhra Pradesh Information Subordinate Service Rules,1992 and consequently to set aside the impugned Proceedings in Memo No.410/IandPR/2020, dated 11.04.2023 issued by the 3rd respondent and direct the 3rd respondent to consider the petitioner for the post of Assistant Public Relation Officer in Andhra Pradesh Information Subordination Service in Zone-3 and complete the final selection process and pass…”

2. Heard Sri Naga Praveen Vankayalapati, learned counsel for the petitioner and Sri V.Mega Syam, learned counsel represented by Sri G.R.Sudhakar, learned Standing Counsel for A.P.P.S.C.

3. The present Writ Petition is filed challenging the memo No.410/I&PR/2020, dated 11.04.2023, issued by the 3rd respondent rejecting the case of the petitioner on the ground that the petitioner is not possessing the required qualification for the Assistant Public Relation Officer in Andhra Pradesh Information Subordinate Service in Zone No.3, i.e., qualification prescribed in the notification is Bachelor’s Degree in any subject, with a degree or diploma in Journalism/public relations from any university in India established or incorporated by or under a Central Act or Provincial Act or State Act or an institution recognized by the University Grants Commission or an equivalent qualification.

4. Learned counsel for the respondents contended that as the petitioner only possess graduation in Bachelor of Science, he is not qualified for the reason that he is not possessing either a degree or diploma in Journalism or Public relations in addition to the said bachelor degree and the conditions of the notification clearly stipulated such a specialized qualification.

5. Learned counsel for the petitioner submits that during the pendency of the Writ Petition, petitioner had acquired the required qualification and requested to consider his candidature for the selection of the above said post.

6. Heard both the learned counsel. Perused the record.

7. Since the selection process pursuant to the said notification has already been completed, this Court is not inclined to interfere with the same or grant any relief to the petitioner, particularly as the petitioner acquired the requisite qualification subsequent to the issuance of the notification, which cannot be taken into consideration for the said selection. However, it is open to the petitioner to apply for the post pursuant to any future notification, subject to his being otherwise eligible and qualified for the said post.

8. Accordingly, this Writ Petition is closed. No costs.

Consequently, miscellaneous petitions if any, shall stand closed.
