IN THE HIGH COURT OF ANDHRA PRADESH AT AMARAVATI

WP(PIL) NO: 182 of 2025 Bench Sr.No:-21

K P Abhi Ram and Others ...Petitioners Vs. The Union of India and Others ...Respondents ********** CORAM : THE CHIEF JUSTICE LISA GILL SRI JUSTICE CHALLA GUNARANJAN DATE : 30th September, 2026 Present : Advocate for Petitioners : Mr K P Abhiram representing Mr K Shaheed Bhagat Advocate(s) for Respondent(s) : Mr T Niranjan, Deputy Solicitor General of India, Mr D Yatindra Dev (Spl.GP) attached to Office of Advocate General. LISA GILL, CJ:

Prayer in this writ petition filed by way of public interest reads as under:

“..to issue an appropriate writ, order or direction more particularly one in the nature in Writ of Mandamus under Article 226 declaring the inaction of the respondents as illegal, arbitrary, biased, unconstitutional, unreasonable, discriminatory, against to the natural justice and detrimental to the fundamental rights of the veterans and violative of Article 14, 15 and 16 of Constitution of India, consequently direct the respondents:-

i. To provide a Common Quota of reservation by the Union of India, with a Constitutional amendment to provide reservation at 10%

HCJ & CGR,J WP(PIL)_182_2025

in Group I to IV Services of Government Employment and education to the Ex-Servicemen/veterans in all States and Union Territories of India keeping the equality in reservation to the veterans on par with the veterans of other states at once;

ii. To issue an amendment to the A.P Government Order Ms.No.580 (Home Passport-C) Department, Dated 04.10.1991 to provide a Sub Quota of reservation to the veterans from below Officer rank in the appointments of Zilla Sainik Welfare Officers at once;

iii. And pass such other order..”

2. When faced with the question as to how a writ of Mandamus as prayed for is made out and realizing the futility thereof, learned counsel for petitioners submits that at least prayer of petitioners for increasing common quota reservation to 10% in Group I to IV services of Government employment and education to Ex-servicemen/veterans in State of Andhra Pradesh should be considered sympathetically by respondents – State, especially keeping in view the fact that number of other States in the country have afforded this percentage of reservation and that there is no ground for denying same percentage of reservation to Ex-servicemen in State of Andhra Pradesh.

3. Having heard learned counsel for parties, this writ petition is disposed of with liberty to petitioners to pursue the matter with appropriate authorities. In case an application is filed by petitioners in regard to above said submission before respondent No.4 within two weeks, same be decided

HCJ & CGR,J WP(PIL)_182_2025

in accordance with law within four months of submission of representation and in case same is adverse to petitioners, same be by way of a speaking order. No costs. Pending application(s) if any stand(s) disposed of accordingly.
