Petition under Article 226 of the Constitution of India praying that in the circumstances stated in the affidavit filed therewith, the High Court may be pleased to issue a writ, order or direction more particularly one in the nature of WRIT OF MANDAMUS declaring the action of the respondents in not withdrawing/recalling the Look Out Circular issued vide Proceedings C.No. 1067/C61/IP/CID/2023, in connection with Crime No.740 of 2022 dated 08.11.2022 of Ongole Taluk Police Station, Prakasam District, despite full compliance by the petitioner and despite the representation dated 17.08.2026, as illegal, arbitrary, unconstitutional and violative of Articles 14 and 21 of the Constitution of India and consequently direct the respondents to forthwith withdraw/recall the said Look Out Circular and communicate such withdrawal to all concerned authorities IA NO: 1 OF 2026 Petition under Section 151 CPC praying that in the circumstances stated in the affidavit filed in support of the petition, the High Court may be pleased to suspend the operation of the Look Out Circular issued against the petitioner vide Proceedings C.No.1067/C61/IP/CID/2023, in connection with Crime No.740 of 2022 dated 08.11.2022 of Ongole Taluk Police Station, Prakasam District and consequently direct the respondents not to interfere in any manner with the petitioner's travel, pending disposal of the main Writ Petition Counsel for the Petitioner: NIMMAGADDA REVATHI Counsel for the Respondents: I KASI ANNAPURNA CENTRAL GOVERNMENT COUNSEL

The Court made the following order: The grievance of the petitioner is that despite the representation dated 17.08.2026, the respondent authorities are not withdrawing/recalling the Look Out Circular issued vide proceedings in C.No.1067/C61/IP/CID/2023 in connection with Crime No.740 of 2022 dated 08.11.2022 of Ongole Taluk Police Station, Prakasam District.

2. Heard Sri P.Karthi Kiran, learned counsel, representing Smt Nimmagadda Revathi, learned counsel for the petitioner, Smt I.Kasi Annapurna, learned Central Government Counsel and learned Assistant Government Pleader for Home Department.

3. Learned counsel for the petitioner, in elaboration to what has been stated in the affidavit, contended that Crime No.740 of 2022 was registered against the petitioner and others at Ongole Taluk Police Station and, based on the said crime, respondent No.2 addressed the impugned proceedings to respondent No.5, requesting for opening of a Look Out Circular against the petitioner and accordingly the Look Out Circular was opened. He further submitted that, pursuant to the directions of this Court in Writ Petition No.18151 of 2026, the petitioner submitted a representation dated 17.08.2026 to respondent Nos.2 to 6 to cancel the Look Out Circular. Despite service of the said representation, no response has been received from the respondents. He further submitted that it would suffice if a direction is given to the respondent authorities to dispose of the said representation in a time-bound manner. Hence, prayed to pass appropriate orders in that regard.

4. On the other hand, learned Central Government Counsel, on instructions, submitted that the representation of the petitioner is under process and that the authorities would consider the same in accordance with law. Hence, prayed to dismiss the Writ Petition.

5. Having regard to the facts and circumstances of the case, taking into consideration the submissions made by the learned counsel for the parties, as the relief sought by the petitioner is innocuous and the authorities have intention to consider and pass orders on the petitioner’s representation, this Court, without expressing any opinion on the merits of the case, is inclined to dispose of the Writ Petition at the admission stage itself by passing the following order:

“The respondent authorities concerned are directed to consider and dispose of the petitioner’s representation dated 17.08.2026, in accordance with law within a period of four (4) weeks from the date of receipt of a copy of this order and communicate the decision thereon to the petitioner forthwith.”

6. Accordingly, the Writ Petition is disposed of. There shall be no order as to costs.

As a sequel thereto, interlocutory applications pending, if any in the Writ Petition, shall also stand closed. ____________________________ JUSTICE RAVI CHEEMALAPATI 25.09.2026
