1. GP FOR SERVICES II The Court made the following:

Writ Petition No:14421 /2026 O R DE R:

The Writ Petition is filed questioning the action of the Respondent No.3 in not granting promotion to the Petitioner to the post of Senior Assistant as illegal and arbitrary.

2. The Petitioner was appointed on a daily wage basis on 12.04.1993 and thereafter, he was regularized on 06.07.2001 in the cadre of Watchman pursuant to the orders of Respondent No. 2. Thereafter, the Petitioner was promoted as a Record Assistant and a Junior Assistant on 19.01.2009 and 09.04.2015, respectively. As the Petitioner is now aspiring for promotion to the post of Senior Assistant, he had submitted representations on 15.08.2024, 14.02.2025, 13.01.2026, and 26.02.2026 seeking promotion to the post of Senior Assistant on par with similarly placed persons. As the representations of the Petitioner are not being considered, the present Writ Petition is filed.

3. Learned Standing Counsel appearing for Respondent No.3 would submit that the representations of the Petitioner would be examined and appropriate orders will be communicated to the Petitioner.

4. Considering the submissions made, this Writ Petition is disposed of with the following directions: i) The Respondent No.2 is directed to examine the representations of the Petitioner dated 15.08.2024, 14.02.2025, 13.01.2026 and 26.02.2026 for promotion to the post of Senior Assistant on par with similarly placed persons and pass appropriate orders therein as expeditiously as possible, preferably within a period of two months from the date of receipt of a copy of this Order.

ii) There shall be no order as to costs.
