3. Para Nos.5 to 7 of the counter-affidavit filed by the 4th respondent are extracted hereunder: “5. It is submitted that in conformity with the said directive, the details of prohibited properties under clauses (a) to (e) to the Inspector of Registration and Stamps by the concerned authorities are placed in the website of the Registration Department i.e., 'registration.ap.gov.in' for the information of the general public. Any person can check from this website whether a particular survey number is included in the prohibited list.

6. It is submitted that the land in question is prohibited for registration U/s 22-A of the Registration Act, 1908. It is submitted that the Full Bench Judgment of the Hon'ble court in W.A.No.343/2015 dt.23.12.2015 and batch cases has made it clear that if a relevant property/land finds place in the list of properties covered by clauses (a) to (d) of sub-section (1) of Section 22-A, the aggrieved party may approach concerned authority to delete his lands from the list.

7. It is also submitted that the directives issued by the Full Bench of the Hon'ble A.P. High Court in W.A.Nos.343/2015 etc dated 23-12-2015 were not set aside by the Hon'ble Supreme Court. The legality or otherwise of the provisions of Section 22-A of the Registration Act, 1908 have not so far been challenged in the Writ Petitions filed before the Hon'ble A.P. High Court. The guidelines issued by the Hon'ble High Court on the implementation of Section 22-A are deemed to be in force. Hence, the registering officers are justified in refusing to accept the documents affecting the properties classified as "Prohibited properties" by the competent authorities under clauses (a) to (e) of Section 22-A(1) of the Registration Act, 1908.”
