1. Heard the learned Counsel for the Petitioners.
2. The delay in filing the Review Petition before the Minister is condoned by the impugned order.
3. Perused the record. The original proceedings pertain to a mutation entry of the year 1996, which has been challenged by the Petitioner in the year 2018. A longstanding mutation entry would ordinarily not be interfered with after such a long delay. However, the parties are always at liberty to approach the Civil Court to have their rights adjudicated. Mutation entries are maintained only for fiscal purposes, and the rights of the parties can be determined by the Civil Court in accordance with law.

4. In view of the above, the Petition is dismissed, with liberty to the Petitioner to approach the Civil Court for adjudication of his rights in respect of the property.
5. If such proceedings are initiated, the concerned Court shall decide the same in accordance with law.
6. All contentions are kept open. [ ARUN R. PEDNEKER, J. ]
