Item No.9

Subrata

Bhattacharyya

AR(C)

IN THE HIGH COURT AT CALCUTTA

Constitutional Writ Jurisdiction

Appellate Side

WPA No.28682 of 2026

Panchanan Khan

-vs-

The Visva Bharati & Ors.

Mr. Anjan Bhattacharya

Ms. Anita Shaw

Ms. Seema Thakur …for the petitioner

Dr. Debu Chowdhury (VC) …for the University

1. It is alleged that the petitioner’s appeal before the one-man Committee constituted by Visva Bharati University challenging the order of termination was considered, but no formal communication of the fate of the petitioner’s appeal was made known to him.

2. Learned counsel for the Visva Bharati University submits, upon instruction, that the report of the one-man Committee was placed before the Executive Council of the University and the Council decided to place the matter before the three-men Committee. The same is currently pending before the three-men Committee.

3. As it appears that the one-man Committee before whom the petitioner approached had already placed its report before the University, accordingly, the fate of the petitioner’s appeal decided by the one-man Committee ought to be formally made known to the petitioner.

4. In view of the above, the instant writ petition stands disposed of by directing the competent authority of Visva Bharati University to communicate the fate of the petitioner’s appeal before the one-man Committee at the earliest but positively within a period of four weeks from the date of communication of this order.

5. All parties are to act on the server copy of this order duly downloaded from the official website of this Court.

6. Certified server copy of this order, if applied for, shall be made available to the parties. [Amrita Sinha, J]
