2. Issue notice. Mr. Lalltaksh Joshi, learned counsel, accepts notice on behalf of the respondent.

3. Mr. Rahul Sharma, learned counsel for the petitioners, submits that in both the cases, the respondent has issued deficiency memos observing that Land Status Reports [“LSR”]/No Objection Certificates [“NOC”] are not provided. Mr. Sharma further submits that these are not cases where consolidation proceedings are pending, and that the village in question, i.e. Village Jat Khore, has already been urbanized vide a notification dated 16.05.2017, issued under Section 507(a) of the Delhi Municipal Corporation Act, 1957.

4. Mr. Sharma also draws my attention to a circular of the Divisional Commissioner, Revenue Department, dated 14.08.2025, which covers the situations in which NOC/LSR may be required.

5. Mr. Joshi states, upon instructions, that the sale deeds in question will be registered, subject to completion of all other formalities, within a period of two weeks from today.

6. In view of the above statement, no further orders are sought in these writ petitions.

7. In several matters before this Court, deficiency memos of this nature are being issued, despite the circular dated 14.08.2025 of the Divisional Commissioner. This requires transacting parties to spend time and resources in approaching the Court. By an order dated 23.09.2026 in W.P. 14059/2026 and connected matter, I have requested Mr. Sameer Vashisth, learned Standing Counsel (Civil) for the Government of National Capital Territory of Delhi [“GNCTD”], to bring the matter to the attention of the Chief Secretary and Divisional Commissioner, Revenue Department, GNCTD, in the context of refusal of registration due to pendency of consolidation proceedings. Mr. Joshi is requested to ensure that such situations are all brought to the notice of the Chief Secretary and Divisional Commissioner, so that an appropriate remedial action is taken within a period of two weeks from today, failing which the Court may be compelled to consider compensating petitioners with an award of costs.

8. The writ petitions, alongwith pending applications, are disposed of, in terms of the above. PRATEEK JALAN, J SEPTEMBER 29, 2026/tg/MK/
