1. By way of the present petition under Article 226 of the Constitution, the petitioner, inter alia, seeks quashing of the examination result dated 31.03.2026 and a direction to conduct a review promotion process so as to consider the petitioner for promotion to the Clerical Cadre of respondent No. 1 – Punjab National Bank [“the Bank”].
2. The petitioner had earlier approached the High Court of Punjab and Haryana by way of CWP No. 14498/2026 seeking a direction to the Chief Manager, Punjab National Bank, Ballabgarh, Haryana, to decide his representation dated 02.04.2026. The said petition was disposed of by the High Court of Punjab and Haryana on 11.05.2026, directing the Chief Manager, Punjab National Bank, to afford an opportunity of hearing to the petitioner and pass a speaking order within a period of eight weeks.
3. Pursuant to the aforesaid order, the petitioner was heard and his representation was considered by the HRD Department, Circle Office, Plot No. 5, Sector-32, Gurugram. By order dated 06.07.2026, the petitioner’s representation was disposed of, recording that the marks obtained by him in the promotion process were below the prescribed cut-off marks and, consequently, he was not promoted. The petitioner now seeks to assail the said order by way of the present petition.
4. Instead of approaching the High Court of Punjab and Haryana, where the aforesaid proceedings had earlier been instituted, and where the impugned decision was rendered pursuant thereto, the petitioner has filed the present petition before this Court. The petitioner, who appears in person, submits that the present petition is maintainable before this Court on the ground that the Head Office of the Bank is situated in Delhi.
5. I am unable to accept the said contention. The petitioner is employed at the Ballabgarh, Haryana Branch of the Bank. He had submitted his representation to the Chief Manager of the said Branch and had thereafter approached the High Court of Punjab and Haryana seeking a direction for consideration of the said representation. The said petition was entertained and appropriate directions were issued by the Court. The petitioner was thereafter afforded a personal hearing at the Circle Office at Gurugram, and the impugned order was passed by the said office. The petitioner has not disclosed any other ground to invoke the jurisdiction of this Court, at this stage, rather than to approach the High Court of Punjab and Haryana again, which has the jurisdiction over his place of residence, place of work, and the place from which the impugned order was issued.
6. The writ petition, along with the pending applications, is accordingly dismissed, with liberty to the petitioner to avail of such remedies as may be available to him in law. PRATEEK JALAN, J SEPTEMBER 21, 2026 ‘pv’/SD/
