Mr. T. Roleng, learned counsel for the petitioner submits that he may be allowed to withdraw this writ petition with liberty to file afresh. Ms. K. Wangmo, learned Government Advocate, is present. Prayer for withdrawal is accepted. Accordingly, the writ petition stands closed on withdrawal, with liberty as prayed for.
