Mr. N. Pada, learned counsel for the petitioner, submits that he may be allowed to withdraw this writ petition with a liberty to file afresh. Mr. N. Ratan, learned Additional Advocate General for the State respondents and Mr. T. Omo, learned counsel for the respondent No. 4 are present. Prayer for withdrawal is accepted. Accordingly, the writ petition stands dismissed on withdrawal with liberty as prayed for.
