Heard Mr. I. C. Deka, the learned counsel appearing on behalf of the Petitioner. Mr. S. R. Baruah, the learned counsel appears on behalf of the Respondent Nos.1 to 5.

2. The present writ petition has been filed by the Petitioner seeking a direction upon the Respondent Authorities that the Respondent Authorities should provide the Petitioner with a personal security officer on the ground that the Petitioner who contested the Nagaon Parliamentary Constituency Bye-Election, 2026 was provided two personal security officers and the said two personal security officers would be withdrawn subsequent to the results of the Nagaon Parliamentary Constituency Bye-

Election, 2026 are announced.

3. This Court duly takes note of that the Petitioner had not submitted any representation requesting the Authorities to provide a Personal Security Officer post the declaration of the results. The last of the representation was on 23.09.2026 wherein the Petitioner requested for the Personal Security Officer as he was contesting as a candidate to the Nagaon Parliamentary Constituency Bye-Election, 2026. There is no material placed before this Court which may remotely even suggest that there is a threat perception.

4. In addition to that, this Court also observes that for issuance of a writ of mandamus, there has to be a demand for justice and without the demand being made and the demand refused, a writ in the nature of mandamus cannot be issued.

5. Consequently, this Court does not find any merit in the instant writ petition for which the writ petition stands dismissed.
