ORDER
Date : 09-10-2026 Heard Mr. T. Chakraborty, learned counsel for the applicants. By filing this application, the applicants have prayed for impleadment of (i) Dr. B. Kalyan Chakravarthy, Additional Chief Secretary to the Government of Assam, Panchayat & Rural Development Department, & (ii) Shri Oinam Sarankumar Singh, Commissioner, Panchayat & Rural Development Department, as respondent Nos. 8 & 9 in the connected contempt petition, being Cont. Cas(C) No. 279/2024. The applicants have filed the aforesaid contempt petition alleging violation of the judgment and order dated 11.08.2023, passed by this Court in WP(C) No. 4506/2023. It is submitted that during the pendency of the contempt petition, the earlier incumbents, namely, Dr. J. B. Ekka and Smti Pushpanjali Das, who were arrayed as respondent Nos. 2 & 3, respectively, have been transferred and in their places, the opposite parties sought to be impleaded have been posted as Additional Chief Secretary and Commissioner to the Government of Assam, Panchayat & Rural Development Department, respectively. Having considered that the opposite parties sought to be impleaded are presently holding the posts of Additional Chief Secretary and Commissioner to the Government of Assam, Panchayat & Rural Development Department, I deem it appropriate to allow the present interlocutory application as the parties sought to be impleaded appears to be the necessary parties in the connected contempt petition. Accordingly, (i) Dr. B. Kalyan Chakravarthy, Additional Chief Secretary to the Government of Assam, Panchayat & Rural Development Department, & (ii) Shri Oinam Sarankumar Singh, Commissioner, Panchayat & Rural Development Department, are allowed to be impleaded as respondent Nos. 8 & 9, respectively, in the connected contempt petition, being Cont.
