ORDER

Date : 12.08.2026 Heard Mr. S. Banik, learned Senior Counsel assisted by Ms. T. Sarkar, learned counsel appearing for the applicant. Also heard Mr. N. K. Kalita, learned counsel appearing for the opposite party/ petitioner. By way of this interlocutory application, the applicant seeks impleadment as respondent No. 7 in WP(C)/3214/2026. It is the specific case of the applicant that, pursuant to a complaint lodged by it in respect of the tender process initiated vide Tender Notice dated 22.08.2025, issued by the Additional District Commissioner (Fisheries), Dibrugarh, wherein the writ petitioner had emerged as the highest bidder, the said tender process was subsequently cancelled on the basis of the complaint lodged by the applicant. The aforesaid cancellation has been put to challenge in the connected writ petition. In view of the aforesaid facts, the applicant seeks its impleadment as a respondent No. 7 in the writ proceedings. Upon hearing the learned counsel appearing for the parties and upon perusal of the materials available on record, this Court is of the considered view that the presence of the applicant is necessary for the effective and complete adjudication of the issues involved in the writ proceeding. Accordingly, Rangagorah Fishermen Co-operative Society Limited is impleaded as respondent No. 7 in the connected writ petition. Resultantly, the interlocutory application stands allowed. The applicant shall file an amended cause title before the Registry for carrying out the necessary consequential corrections. JUDGE Comparing Assistant
