01. Because of some factual deficiencies which may not admit of any amend by way of an amendment of the writ petition, Mr. D.S. Chauhan, learned appearing counsel along with Mr. Arif Wani, learned Advocate submits that the petitioner be given liberty to withdraw this petition for enabling him to come up with the fresh writ petition free of factual deficiencies and omissions which otherwise are attending the present writ petition.
02. This petition is dismissed as withdrawn with liberty granted to file fresh petition.
