2. Mr Deepak Kumar Sinha, learned counsel for the petitioner seeks leave to withdraw this petition and to file a fresh petition on the same cause of action given the incompleteness of the prayers and the lack of clarity on the issue of whether the petitioner has indeed been debarred.
