02/01.10.2026 The present writ petition has been filed for issuance of direction upon the respondent No.2, who is also the appellate authority, to expeditiously hear and decide the appeal preferred by the petitioner on 03.06.2026 being aggrieved by the order of its debarment dated 05.05.2026 passed by the respondent No.3 for a period of two years from 05.05.2026 to 04.05.2028.

2. Learned counsel for the petitioner submits that the respondent No.3 has passed an order dated 05.05.2026 debarring the petitioner from participating in the future tenders to be issued by the Bokaro Steel Plant and all other units of the Steel Authority of India Limited throughout the country. Aggrieved by the said order, the petitioner has preferred an appeal before the respondent No.2 on 03.06.2026. Since the order of debarment has been causing severe commercial harm to the petitioner, the said appeal deserves to be decided expeditiously. The petitioner has also given reminders to the respondent No.2 requesting, inter alia, to expedite the hearing of the said appeal and to dispose it of in accordance with law, however, the same have not been responded, which has compelled the petitioner to prefer the present writ petition.

3. Learned counsel for the respondents submits that he has no instruction as to whether the said appeal preferred by the petitioner has been disposed of by the respondent No.2. However, if the said appeal is still pending, the 2026:JHHC:29618

respondent No.2 will endeavour to dispose of the same in accordance with law as soon as possible.

4. Having heard learned counsel for the parties and considering the nature of the prayer made in the present writ petition, the respondent No.2 is directed to expedite the hearing of the said appeal preferred by the petitioner being aggrieved by the order of its debarment dated 05.05.2026 and to dispose of the same (unless already disposed of) in accordance with law within four weeks from the date of receipt/production of a copy of this order.

5. The present writ petition is accordingly disposed of with the aforesaid observation and direction.
