ORAL ORDER

(PER: HON'BLE MR. JUSTICE JAYANT BANERJI)

Heard the learned counsel for the complainant.

2. This case is filed alleging willful disobedience of the order dated 12.02.2025, passed in Writ Petition No.38186/2017. The order dated 12.02.2025 reads as follows: “1. The prayer in this petition is to issue a direction to the respondent authorities to consider the representation of the petitioner dated 22.07.2017, by which the petitioner contends that the Panchayat Development Officer and its President are guilty of committing irregularities in the matter of registering the khatha and therefore action should be taken against them.

2. Since the petitioner is complaining that irregularities have been committed in the registration of Khatha by the PDO and

the President, it would be appropriate to direct the Chief Executive Officer of Zilla Panchayat to consider the representation of the petitioner in accordance with law and pass appropriate order within a period of two months from the date of receipt of a copy of this order.

3. The writ petition is accordingly disposed of.”

3. The learned counsel for the complainant states that a representation was made for initiating action against the Panchayat Development Officer (PDO). On 02.09.2026, a compliance affidavit of Sri.Yatish.R, working as Chief Executive Officer, Bengaluru Urban Zilla Panchayath, has been filed, in which it is reflected that notice was issued by him on 15.12.2025 to Sri.Siddaraju H.B., who was working as PDO of Dasanapura Gram Panchayat, who submitted his reply on 22.12.2025. It was decided to hold a disciplinary enquiry against that PDO.

4. A show cause notice was issued with articles of charges issued under Rule 11 of the Karnataka Civil Services (Classification, Control and Appeal) Rules, 1957. The reply submitted to the show-cause notice not being satisfactory, an order dated 07.03.2026 was passed

appointing an enquiry officer, who is a retired District Judge, as well as a Presenting Officer for conducting disciplinary enquiry.

5. It is evident from the compliance affidavit that the order of the writ Court has been complied with. This case is consigned.
