ORDER (ORAL)

Mr. M. Hemchandra, learned senior advocate assisted by Mr. Juno Rahman, learned counsel appeared on behalf of the petitioners through VC platform and Mrs. L. Monomala, learned GA appeared on behalf of the respondents.

In view of the limited prayer made in the present writ petition and as agreed to by both the counsel appearing for the parties, the present writ petition is being disposed of at the motion stage itself.

At the outset, the learned counsel appearing for the petitioners submitted that for redressing the grievances raised by the petitioners in the present writ petition, they have already approached the Administrative Secretary, (Labour) Government of Manipur (respondent No. 1), and the Director of Employment, Government of Manipur (respondent No. 2) by submitting a joint representation dated 25.06.2026 and that the said representation is still pending for consideration and disposal. The learned senior counsel further submitted that the petitioners will be satisfied for the time being, if the present writ petition is disposed of by issuing a simple direction to the respondents No. 1 & 2 to consider the aforesaid representation submitted by the petitioners on its own

merit and strictly in terms of applicable rules/guidelines/orders and to dispose of the same by issuing a speaking order within a stipulated period.

Mrs. L. Monomala, learned GA appearing for the respondents fairly submitted that as the prayer made on behalf of the petitioners is confined to the consideration and disposal of the representation submitted by them, she has no objection in disposing of this writ petition as prayed for by the learned senior counsel appearing for the petitioners.

Considering the submission advanced by the learned counsel appearing for the parties and the limited prayer made on behalf of the petitioners, this Court is of the considered view that it will be in the interest of justice to issue the following directions:-

1) The respondents No. 1 & 2 are hereby directed to consider the aforesaid joint representation dated 25.06.2026 submitted by the petitioners on its own merit and strictly in terms of applicable rules/guidelines/orders and to dispose of the same by issuing a speaking order.

2) The whole exercise of consideration and disposal of the said representation should be completed within a period of 3 months from the date of receipt of a certified copy of this order.

3) The respondent No. 2 is further directed to furnish/communicate a copy of the order passed in connection with the said representation to the petitioners within a period of 2 weeks from the date of issuance of such an order.

4) It is made clear that the above directions have been given on the consensus arrived at between the learned counsel appearing for the parties and without touching upon the merit of the present writ petition.

With the aforesaid directions and observations made herein above, the present writ petition is hereby disposed of.
