Mr. S. Rupachandra, learned senior counsel assisted by Mr. Royal Ray Salam, learned counsel appeared on behalf of the petitioners and Mr. S. Chittaranjan, learned Addl. AG along with Mr. A. Priyokumar, learned counsel appeared on behalf of the respondents No. 1 to 3. None appeared on behalf of the respondents No. 4 to 6.
