For the Petitioner : Md. Abdul Baqee Khan, Advocate For the respondents : Mr. Shyam Sharma, GA Date of Hearing : 05.06.2026 Date of Order : 05.06.2026

ORDER (ORAL)

Heard Md. Abdul Baqee Khan, learned counsel appearing for the petitioner and Mr. Shyam Sharma, learned GA appearing for the respondents.

At the outset, the learned counsel appearing for the petitioner submitted that for redressing the grievances raised by the petitioner in this writ petition, the petitioner has already submitted a representation dated 20.10.2025 to the Deputy Commissioner, Thoubal (respondent No. 2) and the said representation is still pending for consideration and disposal.

The learned counsel submitted that the present writ petition can be disposed of by directing the respondent No. 2 to KABOR +05'30'

consider the said representation on its own merit and strictly in terms of applicable law and to dispose of the same by issuing a speaking order within a stipulated period.

Mr. Shyam Sharma, learned GA appearing for the respondents fairly submitted that as the prayer made on behalf of the petitioner is confined to the consideration and disposal of the said representation submitted by the petitioner, he has no objection in disposing of this writ petition as prayed for by the learned counsel appearing for the petitioner.

Considering the submission made by the learned counsel appearing for the parties and on perusal of the record, this Court is of the view that it will serve the interest of justice by issuing the following directions:-

1. The Deputy Commissioner, Thoubal is hereby directed to consider the representation dated 20.10.2025 submitted by the petitioner on its own merit and strictly in terms of applicable act and applicable rules and to dispose of the same by issuing a speaking order.

2. The respondent No. 2 is further directed to issue notice to any interested person at the time of considering the said representation and to afford an opportunity of being heard.

3. It is made clear that the whole exercise should be completed within a period of 3 months from the date of receipt of a certified copy of this order.

With the aforesaid directions, the present writ petition is disposed of.
