Heard Mr. L. Sevananda Sharma, learned counsel appearing for the petitioners; Mr. Shyam Sharma, learned GA appearing for the respondents No. 1 to 4 and Mr. W. Darakishwor, learned senior panel counsel assisted by Ms. Nancy, learned counsel appearing for the respondent No. 5.

In view of the limited prayer made on behalf of the petitioners and as agreed to by both the counsel appearing for the parties, the present writ petition is being disposed of at the Motion stage itself.

At the outset, it has been submitted by the learned counsel appearing for the petitioners that for redressing the grievances raised by the writ petitioners in the present writ petition, they have already approached the Deputy Commissioner, Jiribam District, Manipur, by submitting a representation dated 02-05-2026 and that the said representation is still pending for consideration and disposal. The learned counsel appearing for the petitioners submitted that the

petitioners will be satisfied for the time being if the present writ petition is disposed of by directing the Deputy Commissioner, Jiribam District, Manipur (respondent No. 3), to consider the said representation dated 02-05-2026 submitted by the petitioners on its own merit and strictly in terms of the applicable act and rules and to dispose of the same by issuing a speaking order within a stipulated period.

Mr. Shyam Sharma, learned GA and Mr. W. Darakishwor, learned senior panel counsel appearing for the respondents fairly submitted that as the prayer made on behalf of the petitioners is confined to the consideration and disposal of the representation submitted by the petitioners, they have no objection in disposing of this writ petition as prayed for by the learned counsel appearing for the petitioners.

Considering the submissions made by the learned counsel appearing for the parties and the limited prayer made on behalf of the petitioners, this court is of the considered view that it will be in the interest of justice to issue the following directions:-

(i) The Deputy Commissioner, Jiribam District, Manipur, is hereby directed to consider the representation dated 02-05-2026 submitted by the petitioners on its own merit and strictly in terms of the applicable act and rules and to dispose of the same by issuing a speaking order;

(ii) The whole process should be completed within a period of three months from the date of receipt of a certified copy of this order;

(iii) The respondent No. 2 is further directed to communicate any order passed by him in connection with the said representation to the petitioners within a period of two weeks from the date of issue of such order; and

(iv) It is made clear that the aforesaid directions have been issued without considering the merit of this writ petition.

With the aforesaid directions, the present writ petition as well as the connected application stands disposed of.
