1. Heard Mr. P.K. Muduli, learned counsel for the Petitioner, Mr. S. Panda, learned C.G.C. for Opposite Party No.1-Union of India and Mr. D.R. Bhokta, learned C.G.C. for Opposite Parties 2 to 5.
2. The Petitioner is serving as Library Asst. on contractual basis under the Central Sanskrit University at Shree Sadashiva Campus, Puri.
3. It is submitted on behalf of the Petitioner that she was initially engaged on 15.12.2022 (Annexure-2) on contractual basis and the term of contract for engagement was extended from time to time. Now while continuing as such, her status has been changed from contractual to outsource basis as per order dated 13.06.2025 at Annexure-10. It is further submitted that the change of status from contractual to outsource basis will seriously affect the service career of Petitioner and similarly situated persons are Digitally Signed Signed by: BASANTA KUMAR BARIK Reason: Authentication Location: High Court of Orissa, Cuttack Date: 02-Sep-2026 16:46:45 Signature Not Verified still continuing on contractual basis in the University. It is also submitted that the representation of the Petitioner at Annexure-12 in this regard is pending with the authority and a direction for disposal of the same would serve the purpose.

Accordingly, the writ petition is disposed of with a direction to the Vice Chancellor, Central Sanskrit University, Janak Puri, New Delhi (Opposite Party No.3) to consider the grievance of the Petitioner as per her representation at Annexure-12 and take a decision, in accordance with law and keeping in view if any other similarly situated employee is continuing on contractual status, within a period of six weeks from the date of receipt of certified copy of this order along with a copy of the writ petition.
5. An urgent certified copy of this order be granted on proper application
