1. The matter is taken up through hybrid mode.
2. Heard Mr. Joshi, learned counsel for the Petitioner through Virtual Mode (Balangir) and Ms. Padhi, learned ASC for the State.
3. The Petitioner has prayed for quashing of the gradation list dated 27th July 2026 at Annexure-1.
4. On perusal of Annexure-1, it is seen that the same is a provisional gradation list published by the District Education Officer, Balangir. Thus, it is seen that the prayer of the Petitioner at this stage to quash the provisional gradation list is premature. However, it is the settled law that without publishing the final gradation list promotions cannot be effected.
5. Accordingly, the writ petition is disposed of as premature since the gradation list at Annexure-1 is a provisional gradation list.
