ORDER

12.08.2026

01.

1. The petitioner filed the instant writ petition challenging the recommendation for blacklisting and blocking of the portal allegedly on the ground of having uploaded the forged lease agreement.

2. It is averred in the instant writ petition that the exercise for debarment and/or blocking of the portal is not legally sustainable unless an opportunity of defense and/or hearing is afforded to the petitioner.

3. Learned Additional Standing Counsel appearing for the State- opposite parties submits, on instruction, that the allegation made in the instant writ petition is unfounded for the reason that the petitioner has been awarded a contract in relation to the same tender and, therefore, there is no subsisting cause of action in the instant matter. A copy of the letter dated 12.08.2026 issued by the Chief Construction Engineer,

Rural Works Circle, Angul to the office of the Advocate General is handed over to the learned Senior Advocate appearing for the petitioner in course of hearing.

4. In view of the said fact, the instant writ petition has become infructuous and the same is, accordingly, disposed of.
