ORDER

14.07.2026 (Hybrid Mode)

11.

1. None appears for the petitioner when the matter is called.

2. None had appeared when the matter was last taken up on 04.05.2026, 19.03.2026, 27.02.2026, 22.01.2026.

On 07.04.2026, the learned counsel on record Mr. J.M. Pattnaik did not appear and adjournment was sought for `by Mr. Ashutosh Debata, learned proxy counsel on his behalf as noted in the said order. Since then for the last more than three months, the matter has been listed on 04.05.2026, 30.06.2026 and no one has appeared on behalf of the petitioner when the matter being in the list is taken up.

3. Learned counsel for the intervenors reiterates his submissions as noted in the earlier orders that though the matter is kept pending for the last thirteen years, the petitioner is not taking any steps rather he has consistently defaulted in appearing before this Court.

4. Considering the submissions of the learned counsel for the intervenors on 30.06.2026, the matter was directed to be listed today indicating that it shall be disposed of.

5. It was further directed that copy of the orders dated 30.06.2026 and 04.05.2026 shall be forwarded to the learned counsel for the petitioner. The Registry has communicated the orders to the learned counsel for the petitioner which has yielded no result as no one appears for the petitioner today the matter being listed for orders.

6. In considered view of this Court, this Court has shown sufficient indulgence to the petitioner and the writ petition is kept pending after it was presented before this Court on 08.11.2013. In considered view of this Court, no purpose would be served in keeping the matter pending.

7. Accordingly, the writ petition stands dismissed for non-prosecution.
