1. This CRLMP has been filed for issue of a direction to the Opposite Parties to register the FIR sent through the Citizen Portal on 15.01.2026 to the IIC, Pirahat Police Station on 20.01.2026 to the S.P., Bhadrak.
2. Mr. G.K. Roy Choudhury, learned counsel for the Petitioner submits after sending the FIR to the IIC, Pirahat Police Station, through the same Citizen Portal, complaints have been given to the Director General and Inspector General of Police as well as the Secretary, Home Department and the Chief Secretary to Government of Odisha but till date, no case has been registered. He further submits that the IIC, Pirahat Police Station had submitted a report on 01.05.2026 to the Superintendent of Police, Bhadrak where it is written that the allegation regarding fraudulent intention for obtaining inter-caste marriage benefits and dowry demand could not be substantiated during preliminary enquiry.
3. Mr. S.J. Mohanty, learned Additional Standing Counsel produces the instructions dated 28.05.2026 of the IIC, Pirahat Police Station where it is stated as follows:
“Respectfully submitted that on receipt of the petition filed by petitioner Krishna Rani Das, D/o- Babaji Das of village Daulatpur, P.S. Pirahat, regarding allegations against Sanjay Kumar Mallick (25) S/o-Subash Chandra Malik of vill-Talamalikadeipur, PS-Naikandihi,
Dist-Bhadrak and his family members relating to marriage dispute, enquiry was taken up.
During enquiry, it was revealed that while studying at Ghanteswar College, the petitioner came into contact with opposite party Sanjay Kumar Mallick and developed a love relationship with him. Thereafter, both of them decided to marry out of their own free will. Accordingly, on 02.07.2025, the petitioner voluntarily left her parental house and went to Balasore, where both solemnized their marriage at Chandaneswar Temple, Balasore.
After she left home, her father Babaji Das lodged a missing report at Pirahat Police Station, which was registered vide Pirahat P.S. MMR No. 56/2025. During enquiry of the said MMR, S.I. Shyamsundar Nayak along with Constable C/695 S.R. Bal and Constable C/555 S.R. Patra proceeded to trace the major Missing girl namely Krishna Rani Das (petitioner). The petitioner was traced on 14.07.2025 while residing at the house of the opposite party's sister under Naikanidihi P.S. jurisdiction.
On examination, in presence of her father Babaji Das, the petitioner clearly stated that she had left her parental house voluntarily out of her own free will and had married to Sanjay Kumar Mallick out of love and mutual relationship. She specifically stated that nobody had kidnapped, forced, threatened, or compelled her and that the marriage was solemnized with her full consent. Her statement was recorded through audio and videography, and the same version was again repeated by her in presence of her father, which was also videographer. The petitioner also summited a written letter addressing IIC, Pirahat PS that as per her will marriage was solemnized with Sanjay ku. Mallick. Thus, Pirahat P.S. MMR No. 56/2025 was traced and it was clearly established that the petitioner had gone voluntarily and married the opposite party by her own consent.
It is further ascertained that after marriage, the petitioner stayed at her in-laws house for some time and later, due to family disputes, she returned to her parental home which is located at Daulatpur under Pirahat PS in the month of September.
Again, in the month of October, petitioner Krishna Rani Das's Uncle Bulu Ku. Das, Aunty Laxmipriya Das, Grandfather Kedar Das, Grandmother Rimarani Das took her and left her at her in-law's house at Mallikadeipur under Naikanidihi P.S. Subsequently, due to further matrimonial disputes and family quarrels, she again returned to her parental home in the month of December. All the incident took place at her in-laws house i.e at Mallikadeipur under Naikanidihi P.S. Now she is continuing her study at Bhubaneswar. Further the petitioner never appeared at Pirahat PS for submitting any FIR. I visited the petitioner house and requested her father to call petitioner from Bhubaneswar to his house or appear before me (as per her convenient) for proper enquiry. But till date nor the petitioner neither her family member co- operate me for further enquiry of the matter.
This is submitted for favour of kind perusal and necessary order.”
4. Mr. G.K. Roy Choudhury, learned counsel for the Petitioner submits that the Petitioner is working in Bhubaneswar, but will go to her parent’s house, whenever directed and co-operate with the enquiry.
5. In view of the above, it is directed that the Petitioner should be available in her parents’ house in Bhadrak under the Pirahat Police Station on 27th and 28th June, 2026 and cooperate with the enquiry of the case.
6. In view of the above observation, the CRLMP is disposed of.
