1. The present writ petition under Articles 226/227 of the Constitution of India has been filed seeking a direction to the respondents to consider and decide the representations dated 25.04.2026 (Annexures P-4 and P-5) regarding allotment of workable time-tables for the petitioners’ buses operating under valid Regular Stage Carriage Permits No. 11/REG/RTA/SC/FDK/22 and 24/REG/RTA/SC/FZR/22 on the respective routes from Faridkot to Killianwali.
2. Learned counsel for the petitioners submits that the petitioners are holders of valid Regular Stage Carriage Permits, but the respondents failed to allot them effective and workable time-tables along with the permits. The time-tables were allotted after an unreasonable delay of about one year, despite the petitioners continuing to pay the statutory taxes, and the timings so allotted were also impracticable and discriminatory as compared to other operators. It is further submitted that the respondents subsequently RITIKA 2026.09.11 16:18 I attest to the accuracy and integrity of this document Chandigarh deleted the petitioners’ timings from the joint time-table for the overlapping portions of the routes, thereby preventing them from operating their buses over the complete permitted routes. Despite repeated representations, including representations dated 25.04.2026 (Annexures P-4 and P-5), no effective action has been taken. The petitioners contend that the respondents’ action is contrary to the Motor Vehicles Act, 1988, the Government Policy dated 24.07.2023 (Annexure P-3) and the law laid down by this Hon’ble Court, and is also arbitrary and discriminatory. The petitioners would be satisfied if a direction is issued to the competent authority to consider and decide their representations dated 25.04.2026 by passing a speaking order, in accordance with law, within a time-bound period.
3. Notice of motion to the official respondent at this stage only.
4. On the asking of the Court, Ms. Aakanksha Gupta, AAG, Punjab accepts notice on behalf of official respondent-State.
5. In view of the limited prayer made by the petitioner and without commenting on the merits of the case, the present petition is disposed of at this stage with a direction to respondent No.2 to consider and decide the representations dated 25.04.2026 (Annexures P-4 and P-5, respectively) of the petitioner expeditiously, preferably within a period of three months, by passing a speaking order in accordance with law.
6. Pending miscellaneous application(s), if any, also stands disposed of.
