1. This civil writ petition has been filed under Article 226/227 of the Constitution of India seeking issuance of an appropriate writ, order or direction, particularly in the nature of writ of Certiorari, for quashing the impugned promotion order dated 07.08.2026 (Annexure P-6), whereby promotions to the post of PGT Sanskrit have been made without considering the claim of the petitioners despite their continuous service in the Mewat Cadre, and further seeking issuance of a writ of Mandamus directing the respondents to prepare and publish a joint seniority list of Sanskrit Teachers (C&V and TGT) in the Mewat Cadre on the same uniform pattern as adopted in the Rest of Haryana Cadre, in terms of the letters dated 04.08.2021 and 20.08.2021 (Annexures P-1 and P-2) and the seniority lists/pattern reflected in Annexures P-3 and P-4, and thereafter to consider the petitioners for promotion to the post of PARUL VERMA

PGT Sanskrit strictly in accordance with their rightful seniority and eligibility.

2. Learned counsel for the petitioner, inter alia, contends that the petitioners are serving as TGT/C&V Teachers in the Mewat Cadre. Respondent No.2 vide letters dated 04.08.2021 and 20.08.2021 (Annexures P-1 and P-2, respectively) directed all District Elementary Education Officers to prepare a combined seniority list of TGT/C&V for the purpose of promotion to PGT (Sanskrit). The name of the petitioners were duly incorporated in the seniority list. In the Rest of Haryana Cadre a combined seniority list was prepared and promotions to PGT (Sanskrit) were made accordingly vide order dated 20.11.2023 and 13.03.2026 as is discernible from Annexures P-3 and P-4, respectively. However, in the Mewat Cadre, applications were called on 30.12.2025 (Annexure P-5) for promotion from TGT/C&V to PGT (Sanskrit). The promotion was granted only to TGT (Sanskrit) candidates and C&V teachers were excluded, thereby violating statutory guidelines and several juniors to the petitioners were promoted while the petitioners were ignored. He further stated that petitioners submitted representation on 10.08.2026 (Annexure P-8) but the same remained unheeded.

3. Learned counsel for the petitioners at this stage submits that the petitioners would be satisfied if a direction is issued to respondent No.2/competent authority to decide the representation dated 10.08.2026 (Annexure P-8) in the light of fact that in the Rest of Haryana Cadre TGT Teachers have been promoted to TGT (Sanskrit), by passing a speaking order in a time bound manner. 4. Learned State counsel, appearing on advanced notice, submits that he has no objection in case a direction is issued to the respondent No.2/competent authority for time-bound consideration and decision of the representation dated 10.08.2026 (Annexure P-8) of the petitioners by passing a speaking order.

5. In view of the limited prayer made by counsel for the petitioners without commenting upon the merits of the case, the present petition is disposed of and respondent No.2/competent authority is directed to hear and decide the representation dated 10.08.2026 (Annexure P-8) filed by the petitioners in the light of fact that in the Rest of Haryana Cadre TGT Teachers have been promoted to TGT (Sanskrit), in a time bound manner and pass a speaking order, within a period of two months from the date of receipt of certified copy of this order.

6. Needless to say, if the petitioners are found entitled to the relief sought, the same be granted to them forthwith by respondents/competent authority.

7. Pending miscellaneous application(s), if any, shall also stands disposed of.
