1. 1. The instant application has been preferred seeking review/recall of the order dated 25.08.2026. Upon a careful perusal of the said order, this Bench finds no error apparent on the face of the record, nor any other ground warranting review or recall thereof. The application is, accordingly, dismissed.

2. 2. Appellant No. 1, Shri Ved Prakash Khetrapal, appeared in person in the morning along with his wife, son and daughter. During the course of proceedings, the appellant no.1 along with his wife and daughter started shouting in an unruly and undignified manner. Thereafter, Appellant No. 1 and his daughter used improper and unparliamentary language against the Bench and also threatened to commit suicide. In view of their disruptive conduct, the proceedings had to be briefly halted. The appellant no.1 along with his family left the court room.

3. 3. Subsequently, Appellant No. 1 reappeared before this Bench alone and tendered an unconditional apology for his own conduct as well as the conduct of his family members.

4. 4. Appellant No. 1 has further undertaken to deposit a sum of Rs. 15,73,133/- in compliance with the order dated 03.07.2026, within one month from today. Accordingly, he is directed to deposit the aforesaid amount with the Registry of this Tribunal on or before 31.10.2026. He was further directed to furnish within two days from today, an undertaking by way of affidavit affirming compliance with this order.

5. Having regard to his age and unconditional apology tendered by him along with the undertaking of filling affidavit, this Bench, at this stage, refrains from initiating any action in respect of the contemptuous conduct of Appellant No. 1 and his family members.

6. However, Appellant No. 1 shall file the undertaking by way of affidavit, as directed above, on or before 17.09.2026. In the event of his failure to do so, this Tribunal shall consider initiation of contempt proceedings against Appellant No. 1 and his family members.

7. It is further made clear that, in the event Appellant No. 1 fails to deposit the aforesaid sum of Rs. 15,73,133/- on or before 31.10.2026, appropriate action in accordance with law shall be taken against Appellant No. 1.

8. List on 11.12.2026.
